The role of the PFE Council shall be to advise the Texas Education Agency (TEA) and the Parent and Family Engagement (PFE) Statewide Initiative in planning, implementing, and evaluating how to meet the needs of parents and families of students across the state of Texas along with the community in which the school is located. The recommendations of the PFE Council shall be submitted to the State Director of Title I, Part A who shall, if necessary, carry the recommendations through the appropriate leadership channels to the Associate Commissioner and Chief Grants Officer (Department of Grant Compliance and Administration).

Who We Are

The council began on May 25, 2018 under the direction of the Texas Education Agency (TEA) and the American Institute for Research. Coordination of the Council was moved to the Parent and Family Engagement (PFE) Statewide Initiative in 2020.

The Council is comprised of TEA staff, Education Service Center (ESC) staff, Local Education Agency (LEA) staff, parents, Migrant State Parent Advisory Council representatives, and staff from the Parent and Family Engagement (PFE) Statewide Initiative. The mission of the council is to build capacity for parent, family, and community engagement in Texas schools by advising TEA on how families, community members, and educators can unite in the shared goal of equipping Texas children with the skills to become productive citizens and lifelong learners.

Work created and delivered based upon guidance of the council includes the Parent and Family Engagement State Plan, Customer Service in Education training, and Parent and Family Engagement Best Practices Expos.  

The PFE Council is not connected or affiliated with any particular religious or political belief. It shall support the improvement of parent, family, and community engagement education in cooperation with the state and local education agencies and shall work within the state and local administrative structure. The PFE Council serves in an advisory capacity and shall not seek to control or establish policies for the education agencies within the state.

Get Involved

The TCPFE is a leadership group focused on improving parent and family engagement in Texas schools. Membership is limited to representatives from six regional education service centers (ESCs) that rotate on a designated schedule. These regions are currently served by ESCs 2 (Corpus Christi), 5 (Beaumont), 10 (Richardson/Dallas), 16 (Amarillo), 17 (Lubbock), 19 (El Paso), and 20 (San Antonio).

How are members selected?

  • Each serving ESC nominates local school districts (LEAs) with a strong record of building home-school partnerships.

  • The PFE Statewide Initiative and the Texas Education Agency (TEA) review the nominated LEAs' compliance with Title I, Part A regulations and assess other performance metrics.

  • One LEA per serving region is chosen based on meeting these standards.

  • The selected LEA appoints a non-employee parent or family member of a student in their district to represent them on the council.
